Yes, the time is ALWAYS ripe to do right.
Our previously bound karma will come to fruition as a specific situation in our lives at a pre-determined time. How we respond to this situation is what counts towards using time wisely.
We can do right through our thoughts, speech and actions, and at any point in time we can determine whether we want to think, say or do something from a negative intention or a positive intention.
Of course, depending on the intention or bhaav (feeling), this determines whether we bind paap (bad) or punya (better) karma.
